HELP! my i phone is broken, however i got a new phone and cant log in without verification code but they are sending to an old number !! if i erase the device on find my i phone should i be able to log in without verification?

phone is broke how to log in in another device HI, I broke my apple 8plus and the phone number provided belong to some of my old phone. So if i am trying to log in my icloud its asking 2 factor authentication or sending phone or text to old number. So how can i recover my id and use it in my new phone.

I cannot log into old Apple ID I have been trying to log into my last Apple ID before this new one because I lost my other phone before this phone, so now I am trying to log into my account but since I’ve lost my other phone and I do not remember my old phone number I cannot log into that account anymore. I’ve tried everything from asking everyone who could possibly have that old number so I can fix my account but no one has that number. I tried to forget password but I still have to do a 2 factory verification code and now I do not know what to do.
