Phone number verification problem

i'm adding my phone number to ''contactable at'' in appleid but i cannot get pass the verfication step. There is no problem with my sim card though. i make call and recieve sms as normal. i also have this phone number in another appleid but i forgot security questions and i can't use that appleid? Anyone can help solve this problem??
