Why does the screenshot app no longer work on Mac OS 14?

Mojave added Screenshot 1.0 to the mix. It worked great until last Friday and for the past three days it has not worked, refuses to start. How do I reinstall (If that would fix the problem) or otherwise get it back working? It is broken both on my MacBook Pro, mid 2017 and my iMac 2013 both with Mojave.

I just used command shift 5 and now it works. I was using an icon in the tray. I also had tried to select it from Applications/utilities and that would not work. Now it does. It appears I needed to use the keyboard combo to "unlock it" Strange that neither worked from the Finder or the tray at the bottom of my screen.
