Apple Pay Problem

I'm on Mojave on Touch Bar Mac Pro. I also use a Mac Mini/Mojave, iPhone, and watch for Apple Pay. I lost a credit card today. I phoned my issuer and cancelled the card. I deleted the card from Phone and Watch. On the Touch Bar Mac, it listed 5 cards but marked them a THIS CARD CANNOT BE USED under "Removed by issuer". This feels like a bug - the one card I reported lost could be like this, but surely not all.


Then I deleted a "good" card and tried to add it back. I get told "you have added the maximum of 8 cards" - you can remove one and add a new one. I've just done that and still get the same message.


How do I get this under control?

Now sorted but it seems bizarre.


I tried deleting (yet) another card. This didn't help.


I searched again for a solution online and found a questions about not being able to set up a MBP with TB for Apple Pay. Apple gave a series of things to do. First was to go into system preferences and set the region and language. I did this - it had been set to UK/English and I left it like that, although I looked through the settings (I have a French keyboard available) and toggled the "sort criteria" to French Canadian and back. I then went to the wallet/Apple Pay settings and everything worked.
