iCloud.com needs to be accessed via a browser on a computer. You can view a desktop version of iCloud.com on your iOS device by going to iCloud.com via Safari, then tapping on the Share button, and scrolling until you see Use Desktop Site, but it is extremely limited, and would probably be more frustrating than useful.
If you have photos in iCloud, then you have iCloud Photo Library (iCloud Photos in iOS 12) turned on for your device, so you can see any photos that are in iCloud in your Photos app on the iOS device. iCloud photos are in the All Photos album.
