Itunes Update Stalled

Itunes demanded to install a new update before I could update playlists on my phone. During the update it stalled out and I eventually turned off my powerbook running High Sierra (10.13.4 (17E202)). Now I cannot open Itunes because it says it is still being updated which is not true. Not sure what to do.

Cannot update itunes on PC (cant delete program either) When ever an update appears, I attempt the update but cannot proceed. I decided eventually, to uninstall and then re install itunes, but message says there is another installation in progress which must complete first. This so called "installation" has been going on for months,so am a bit suspoicious about what us happening....any clues please?

How do I launch iTunes when it reads "You cannot open iTunes because it is being updated" Is there a bypass so that it can be launched despite this? I don't need help "preventing" it from being updated once launched, mind you. But I need to launch it, open it and then prevent it.

Grab a fresh copy from https://www.apple.com/itunes/download/ and start again.
