You create a backup of the old device and then restore the new device to that backup. Transfer content from your previous iOS device to your new iPhone, iPad, or iPod touch - Apple Support

Are you logged in with the same Apple ID? If you had an iTunes backup it should have transferred. An iCloud backup restore can take longer when it comes to content, especially depending on how many apps you have. Have you tried powering the iPad off and off again?
I tried this, followed the instructions from Apple three times, but no apps came across. Latest iTunes version, latest IOS version, tried it from a computer back up and from an iCloud back up, still no apps. Thanks for helping me try to figure this out
I think I confused everything when I let iTunes back up my new iPad after I had created an iTunes back up on the cloud and my Mac laptop. I am going to erase the new iPad and try everything over again. How do I delete the back-ups for my new iPad (both on the cloud and on my Mac, so everything is as it was before I started this process. I will also power off then power on the new iPad. Thanks
