How does one clear the list of "Recents" in the Timers app?

You do not. You just create the 4th, 5th, 6th etc… replacing the previous custom timers with the 3 most recent.
The Apple Watch User Guide says "Your Apple Watch displays the last several custom timers under Recents." It does not say anything about being able to delete them manually. I think it would be nice to be able to force touch and delete them, but as of now, you can't.

The question remains... how to CLEAR timers. There is a queue of custom timers building up that can’t be deleted (or at least appears that way.

There are no instructions to clear the custom timers.
It is annoying, but perhaps a bug that will be fixed in a future update. For sure, it wasn’t working this way previously.
Have you tried asking Siri to cancel timers?
I have used Siri to cancel all alarms so it might work for timers as well.
