software too old

I'm trying to get my itunes backup onto my new Xs. I've set up the phone as new and downloaded the new ios 12.0.1, and i'm still getting the error message that my "backup cannot be restored to this iphone because the software on the iphone is too old. to restore this iPhone from this backup you must first set up the iphone as new and restore the software to the latest version."

the back up is coming from my iphone 7s that I just made. It is running iOS 12.1

Were you running a beta version on your iPhone 7 (there is no iPhone 7S)? The latest released version of iOS is 12.0.1 so, anything higher would have to be beta. If so, you'll need to use the back up you made before you installed the beta software or wait until iOS 12.1 is publicly released.

You need to install 12.1 on the new iPhone, either from the beta or when the final version comes out.
