I am using a 2017 macbook 12". I have installed SPSS on my mac. Will I be able to open and run the same software on my windows OS or do I have to download the same software on the other side?

Different software for different platforms. The two are incompatible. SPSS for Windows does not run on a Mac. There is a version for the Mac but you will pay extra for it unless IBM gives you a break or you have access to it elsewhere. However, not sure if the MacBook is adequate to run SPSS.
I have used SPSS on a 13-in 2012 MBP without running into any issues.
