Numbers no longer preserves merged cells when pasted

My wife is working on a spreadsheet that she's changed many times. A few months ago, she was able to take a merged cell, copy it, and paste it with it taking up the same number of rows as the original. Now, it seems that Numbers has changed so you can't do that (the pasted cell occupies only one row) and I'll one darned if I can figure out if it's an option I can turn on or if the feature is gone. Can anyone help?

MacBook Air, macOS High Sierra (10.13.6)

Copy the merged cells.

Select multiple rows where you intend to paste
