In finder on Network Locations it shows PC hpa0********* with various other letter number combinations what is it can't delete or manage this & don't know location

MacBook Pro (Retina, 15-inch, Mid 2014), iOS 12.0.1

Something on your Network is advertising itself and your Mac is showing it. There is nothing to "manage."

The numbers and letters are usually part of the MAC address of the device.

Given that it starts with HP, my guess would be a printer that has a memory card slot, or something similar.
