Unable to launch bluetooth since upgrading iPhone X to iOS 12

I have a 1-year-old iPhone X. I was running iOS 11 without a problem but recently updated to iOS 12. Once I did this I have found that launching Bluetooth from the settings menu isn't possible. Basically when I tap on Bluetooth the screen goes blank and then returns to the home menu. I am unable to access my Bluetooth menu whatsoever. I have resected my phone, reset network settings. The only thing that I have not done is wiped my phone and reinstalled all the applications. Is there anything I can do short of this tedious process?
