I have been repurchasing songs I have previously bought from Apple for months now, I am very unhappy and this isn't my first issue with them. Every time I look the song I previously bought under purchases/hidden purchases I can't find it when I go to my email I can't find my iTunes receipt for it either.
If you are being charged again you are not buying the same versions of the tracks, they would be free to redownload - as you already know rights-holders can remove their content from the store at any time, and they could then put new versions/purchases in the store instead, the store isn't a backup.
