The ability to upload a custom avatar can only be done when you have increased your level. See this for an explanation of the privileges at the different levels. Levels and Perks

How do I put a profile pic up? I’ve been a member since 2012 LOL, and haven’t made very many posts. You would think that you could put a profile pic up via your iPhone, but I don’t see an option.
