You don't need to.
If it is a third-party driver that is unsigned, the OS should provide an "Allow" button in the Security & Privacy system preferences. But, those aren't "drivers." They are system modifications called Kernel Extensions.

Using macOS Mojave 10.14.
I've been using a Kensington Expert Trackball for a long time on macOS. With Mojave I can not longer change the setup parameters. When I try, the first screen from Setup / Kensington Trackballworks tells me:
Please authorize the Trackballworks driver in System Preferences > Security and Privacy > General by clicking on the Allow button.
I go there, and no such button. I've reinstalled the latest driver from Kensington. No change. Note it does claim compatibility with 10.13, says nothing about 10.14.
I'm not sure why an input device needs a system modification to work, but if it doesn't show an "Allow" button in System Preferences, there are some methods to add them that can be found on the internet. I don't install any system modifications, so I don't know how to bypass the security system.
New Kensignton software released today was supposed to address the issue but, it diodnt work for me. good luck!
A new driver is available from Kensington that claims support for 10.14 . I tried it and it works.
