Does find my iPhone work with locked sim and locked phone?

My iPhone was stolen yesterday in a theme park. I was able to track it but my phone battery is low (about 9%). I have put it in lost mode and eventually the battery ran out and my phone died. I understand that I can track it when the phone is connected to the internet again. But the problem is every time the phone rebooted you have to enter a password to unlock the SIM card. So if SIM card is locked, no cellular data available. And if the phone is locked, it can't be connected to wifi as well. Is it still possible for my phone to go online again so that I can track it?
