2 Apple IDs from different countries

Hi. I have 2 Apple IDs, one associated with the American store which I use for purchasing books and another associated with the Turksih store (where I currently live) which I use for everything else (Apple Music, apps, etc.). I recently purchased an iPad Pro and I'd like to download all my previously purchased books but it says I won't be able to associate the iPad with another account for 3 months if I do that. Is there any way around this? I'd like to be able to have the books and continue using my Apple Music account without having to wait for 3 months. Ideas?
