The Camera Raw updates are now rolled into OS updates. Here's the current list of supported cameras:
Digital camera RAW formats supported by iOS 12 and macOS Mojave - Apple Support
The Fuji X-T3 is not on there. I'm afraid no one outside of Apple knows when (or even if) support for any particular camera will be added. Use the Feedback link to let them know you want it:

Since the new X-T3's RAW files are already included in software editors like Capture One, Lightroom, Photoshop, Adobe Camera Raw, Iridient X-Transformer & others, I would imagine that the info needed for Apple to include this camera in their latest OS & iOS has already been made available to them by Fuji.
Unfortunately, as evidenced by the following post I received on the Affinity Photo forum from one of the moderators, the X-T3 is not yet included in their photo editing software, unlike all the other X-trans cameras which are included:
Unfortunately the X-T3 isn't a supported RAW camera currently, both in Serif Labs and Apple Core, my apologies. Hopefully it will be supported in the future."

Well. I guess the "moderator" didn't bother downloading X-T3 files as i did and opened them in his program. I wouldn't have mentioned Affinity Photo if I hadn't checked it first.
Apparently some Affinity Photo users have been getting mixed results when attempting to download X-T3 files as noted by this further statement from this AP forum moderator:
"Affinity may open the file, but it's likely that it won't be able to interpret the data correctly, so your images may look flat with no lens distortion applied, or wildly wrong (such as a totally black image).
Some users convert unsupported RAW images to DNG files before importing them into Affinity, but again we can offer no guarantees this will work correctly as the RAW data remains the same."
My experience when I tried it was that it went into the Develop module with some exif data (camera & lens info only), but the screen was completely blank. Then I got a window stating a profile problem. If I then tried to open this same file again or clicked on the Develop tab to get into another module, the app crashed. I did this 2 or 3 times before posting on the AP forum that I had problems.
Very glad that it is working for your Fuji X-T3's RAW files. And I hope that it won't be forever before Apple gets around to supporting these X-T3 RAW files, but Adobe already does in Lightroom, Photoshop & Adobe Camera Raw. I just prefer the conversions done by either Affinity Photo or Iridient X-Transformer to those done by the Adobe apps.
dialabrain,
A question just occurred to me, even though I am not completely certain I know what difference it might make. What is your setting in the develop assistant for the RAW Engine - Serif Labs or Apple (Core Image RAW)? Again, FWIW, mine is the latter.
In addition, Apple can only include those sort of updates if the manufacturer
supplies the needed info.
If it helps you at all, Affinity Photo can open them and you can edit them there and save them to a png or jpg etc.
Thank you for this info, & I have just now given my feedback to Apple urging that they include the X-T3 in their latest digital camera RAW update.
I guess Affinity needs better moderators.
Have you been able to fully used the RAW editing tools in Develop or click on the Develop tab to get back to the Persona module?
Yes and Yes. You can always wait for Apple or Adobe RAW support.
FWIW, Adobe Photoshop Elements 2019 cannot open them.
