Try going to System Preferences/iCloud and stop syncing by unchecking the box. Wait a couple of minutes, then check syncing. Allow time for the sync to complete.

Last resort - have you tried signing out of iCloud and then sign back in?

Clarification questions - you are seeing contacts in the Contacts application Sidebar, but when you select a name, there is no card? Are you syncing Contacts with iCloud? If so, if you go to iCloud.com/Contacts using a computer browser, do the cards appear there? If you are syncing with iCloud and the contacts cards are there, quit Contacts.

Copy the following Path and paste it into Go To Folder in the Finder (Go menu).

~/Library/Application Support/AddressBook/

Click Go

When the AddressBook folder opens, find these three files and delete them.

addressbook-v22.abcddb

addressbook-v22.abcddb-shm

addressbook-v22.abcddb-wal

Open Contacts and see if your contacts are re-populated after allowing some time for them to sync. If they are, delete the files from the Trash.

I was able to follow the last instructions, thanks. I deleted the 3 three files and went back to Contacts. under All contacts only my name appears and it has the card.

under All my Mac, and other headings all my contacts appear but none of the cards. When i compose mail the emails to recipients fill in without any problem.

On the cards I have additional information like postal addresses etc which I would like to access, which is why i am anxious to retrieve the card files.

I'm getting a better handle on your prompts and thought I would try your earlier instructions. When I delete the the three files you identify, they immediately reappear, before I can check Contacts. When i do check there is no change there. When deleted I the files again they came back again plus repeat files. Any other avenues here?
