Random sites and searches are restricted on iphone XS

Hi, I do not have any content restrictions turned on with my iphone XS. I am running ios 12. I am having strange restrictions that don't make sense. Amazon pages will get blocked. Google searches will get blocked. It seems indiscriminate but it is consistent. The same pages and the same keywords are getting blocked. Even my local library had a page blocked when I was trying to check out a kids book. Here are a few important details:


1) This happens on my home wi-fi and my cellular connection.

2) This happens in other browsers (chrome and safari and amazon's app and I think others as well)

3) I do not have any content restrictions or content filters in place on my iphone.

4) It says "you cannot browser this page at ____ because it is restricted"

5) As I said it's consistent. I cannot look up the word "straight" for example. It will not load a search from google.com or from my web bar (on chrome and safari).


What in the world could be causing this? I've tried to isolate the problem, but I haven't been able to spot any clues. Any suggestions? TIA.

If you're sure that in Settings>ScreenTime>Content&Privacy Restrictions>Content restrictions>Websites (or web content)... unlimited access is ON, I really have no idea how and why that iPhone shows those limits. Are you under 18 / member of family sharing?


Shouldn't be this case, I imagine you've already tried to:

Clear the history and cookies from Safari on your iPhone, iPad, or iPod touch - Apple Support

and

Force restart your iPhone

and

Reset network settings

Didn't you?

The page I can’t access on my iPad I can access on my iPhone that is connected with all the same iCloud settings. And I can’t clear the history on my iPad - it’s greyed out but have down it via my iPhone. But on my iPad if I go into web history all the sites are listed still. Sounds like a disconnect to me.

So I guess I will clear the web history from my iPad and see if that helps. After that I guess I am in restart territory.

I have the same issues, but the "Clear History and Website Data" is greyed out.


Supposedly, I should be able to restore that by making sure that the "Restrictions" on Safari are set to allow all sites. I have done this (It was set to this before I had this issue) but the "Clear History" is still greyed out.


Can you think of anything that would help me fix this?
