Apple wallet is not supported in India
I am trying to my credit cards and other payment accounts but I am not seeing add options. How to add my credit cards?

You can add payment cards to Wallet for regions that support Apple Pay. Without the Apple Pay feature, there is no reason to add payment cards to Wallet.
You can add a payment card to your Apple ID, for use with payments to your Apple ID (iTunes Store, App Store), but that is different (and has nothing to do with either Wallet or Apple Pay). Change or remove your Apple ID payment information - Apple Support
