iPhone apple store update troubleshooting
Apple store shows “update” on iPhone XS Max. Just spins a couple of times then returns to Update.

No error message when you try?
Are you sure that the apps you're trying to update were downloaded using the same Apple ID you're using now?
Have you tried to connect your XS Max to a different wifi network?
Are you sure your wifi network can access Internet? (try and navigate browsing some websites using Safari, or try and see an youtube video).
If nothing helps, I would contact Apple Support and ask them: Contact - Official Apple Support
