osx itunes "Making your purchases available"

OSX 10.13.3

iTunes 12.6.3.6

This has appeared on the upper right of my iTunes window:

Purchases

Making your purchases available...

The indictor is spinning as if something is downloading but there is no progress showing.

Any tips?

Click the indicator to show more information. If it doesn't resolve quit iTunes and relaunch or reboot.
