2 Profiles Sharing 1 iTunes Library

I have a MacBook Pro using Mac OS Sierra and the latest available version of iTunes version.

1. Can I share a single iTunes library between 2 profiles? If so, can you provide directions?

2. Inadvertently, I now have my iTunes library only on my iPhone. Can I import it to iTunes to start a new library?
