Recovery of permanently deleted photos

I deleted photos from my camera roll over two months ago. I went into the recently deleted folder and they were no longer there. I don't have iCloud turned on and haven't ever backed anything to iTunes. My question is in regards to third party software, example- "imyfone" , "imobile", and other advertised companies that state they can recover deleted photos strait from the iOS device. Is this a possibility? And where is the info stored within the iPhone that it can be recovered by this software? Thanks, just wondering if this is a legitimate option.

iPhone X, iOS 12.0.1

I don’t think you can recover them, sorry.

if you did have them in iCloud, you could.

iCloud.com has the same “Recently Deleted “ albums in Photos as an iPhone, iPad, and Mac, You can use this as a way to recover photos to your iCloud Photo Library that have been deleted in the last 40 days.

Go to iCloud.com in a web browser and sign in.

Click on Photos. Then click on Albums at the top.

Click on Recently Deleted album.

Click on photos you want to restore.

Click on Recover.

Click on Recently Deleted album, then select a photo to recover, then click on Recover. And that’s how it works with iCloud.

Edit: I misread your post that it said permanently deleted so this answer does not apply to that.
