Apple TV Library Tab Empty

I am having a frustrating problem with my AppleTV 4K. The Library tab on the TV app says “You don’t have any videos“ despite the fact that I have hundreds of movies and TV shows. This tab works fine on my iPhone XS Max and iPad Pro. I am only having this problem on the Apple TV 4K. My purchased movies and TV shows show up fine in the Movies and TV shows stand-alone apps. This is really frustrating so I am hoping someone out there knows how to correct this. Thank you.

AppleTV app on iPhone shows only "Library" When I open the AppleTV app on my iPhone I get a screen with the heading "Library" and the text "No videos - your synced videos will appear here". That's it. No menu, no settings, no videos ... nada. I have tried deleting and reinstalling the app, but it changes nothing. It's been like this since the app first appeared on my iPhone. I've never been able to use it. I would love to be able to watch or stream Apple TV content on my phone. Can someone help me understand what the problem is?
