"your purchase could not be completed contact itunes support"

i am trying to subcribe to an app and it is telling me "your purchase could not be completed contact itunes support" what do i do? I have the right amount of money in my card. ive tried it a couple times but it still saying the same thing

iPhone 7, iOS 12.0.1
