I am unable to update my card info. I checked with my bank and everything is fine. I do not have an unpaid balance at all. What to do? I have an option to add funds to a gift card but again my card info needs to be verified. Plus I don’t feel like I should be limited to buying myself a gift card. It should just accept my card information in the first place.

See About payment card authorization holds from the App Store or iTunes Store - Apple Support. If the store is blocked from making such a hold, usually of the order of $1/£1, then verification will fail. Contact iTunes - Official Apple Support for assistance.
