Using Mac OS X 10.14 and Photos version 4 - it appears none of my keyboard shortcuts work. Primarily the space bar no longer quick-views a photo. I tried a couple of other random shortcuts and they also do not work. Suggestions? Is this by design or a MacOS 10.14 bug?

It seems to be by design and not a bug. Apple has updated the user guide to reflect the changed keyboard shortcuts.

Open or close a photo: Double-click a photo thumbnail or select a thumbnail and press Return. Double-click or press Return again to close.
The shortcut "R" for the Retouch Tool is also gone, but without a replacement.

Apple switched the preview function to the "return" key. The spacebar is now just used to start and stop video playback.
Brian, if you want to change the keyboard shortcut back, have a look at
the post by Eric in Boca in this discussion: Re: Space bar won't open photos in Mojave
You can assign the spacebar as a shortcut in System preferences > Keyboard, if you hold down the function key while defining the shortcut.
