Who enabled root on my Mac?

After looking ways to secure my MacBook I came across an article saying it is a good idea to enable root user and give it a good password.

I tried to do that and discovered that the root user is already enabled. I cannot remember doing that and I definitely don't remember having a password for that.

How can I check what is going on?

MacBook Pro with Retina display, macOS Mojave (10.14), null
