How to change my verification phone number for apple pay?

I changed my number in settings and under "Manage Apple ID" but Apple Pay is still asking me to verify a card with my old number.

iPhone 8 Plus, iOS 12.0.1

Verify a card for Apple Pay, but verification phone number is old/incorrect I tried adding a card to Apple Pay. When it comes time to send a security code to verify my card the phone number is old. So when I go to Apple Pay to change/add my new number, it is already in my account info and my old number is not. Tried signing out and back in, same thing. Very weird. Help please!

Contact the card issuer, its the contact info they have on file.
