I'm hoping someone can help me I am aware that any apple device I sign into with my apple ID will lock lock itself to that device for 90days however does that also apply when using iTunes in windows?
Would my windows pc be locked for 90 days also??
See View and remove your associated devices in iTunes - Apple Support. It is not the act of signing that establishes the 90-day lock, it is usually connected to downloading past purchases.
