What format should a FCP Scratch Disk Be?

Just picked up a 1TB External Drive to use as a FCP Scratch Disk

I'm wondering how I should format this drive?

Should I go with MacOS Journaled or MacOS Extended?

With it being such a big drive I'm considering partitioning 25% of it for ExFat (just as a quick Windows storage device) but I read that partitioning a disk to different formats hurts performance - is this true?

Great, any benefit to using Journaled vs just Extended?

Also I wanted to get your input on file management within FCP

I make youtube videos and am wondering if I should I create a brand new library for every new youtube video I'm working on. Or should I create a new Event for every YouTube video I'm working on (and keep all my video projects under the same one library)...
