Verizon saying my Apple Watch series 4 is incompatible. How is that possible? I thought series 4 watches are not tied to any one carrier?

I've since spoken with Verizon and they submitted my IMEI number to find out, with certainty, if they can connect to the watch. I've been told the process will take 24 hours. I will report back.
