I am from Pakistan and using iPhone Xs with iOS 12.0.1 which have nano sim+ eSim options. My query is How to use eSim in Pakistan as many of People are saying that this feature is only for US resident?

Over Pakistani network jazz Mobilink says, apple did not provide esim facilities in Pakistan , contact to apple group for esim facilitie provite in Pakistan!
Currently no option in Pakistan for eSim. Other countries cellular network are rolling out this option. Just wait and see if any cellular carrier introduces it in our country. I think it will take 1-2 years at least.
Find a local carrier that supports the new Sim technology.
eSim is not issued by any carrier in Pakistan yet, hopefully in future we can enjoy that feature too.
