Is there a way to view my child's Safari internet history either on her iPhone Xr, or more preferably, on my iPhone Xr?

Open Safari and select the “book” icon at the bottom, the select the “clock” icon at the top, you should then see the history.
If you are both on the same Apple ID and you have Safari enabled under iCloud then I believe history gets synced between devices, but someone else may add more detail.
ps. Note that history can be cleared, or not recorded if in Private mode, so just because you find nothing doesn’t mean Safari hasn’t been used!

If you go to Settings > Screen Time > Content & Privacy Restrictions > Content Restrictions > Web Content you can set to "Limit Adult Websites." Checking that option will also disable the use of Private Browsing. If you really want to limit what they can view, you can even select Allowed Websites Only and enter the websites they are allowed to use.
If you are able to see her iMessages then my guess is that she is sharing your Apple ID. If that is the case you really need to sign her up for her own Apple ID.
Thanks, that's helpful. I really wish Apple would get that part figured out - where parents would have the option to restrict whether private browsing or deleting their history was available. I don't really want to disable Safari on her phone, I just want to be able to spot check and make sure she's looking at what she's supposed to be looking at. This would be a different thread, but same deal with the text messages. I can see her iMessages but not her SMS texts - that needs to be addressed by Apple as well. Anyway, thanks again for the assistance!
Thanks. I had set up the "limit adult websites" option, but didn't notice the disable option for Private Browsing - that's good to know. She does have her own unique apple ID, but it is connected to mine b/c she's under 13. I haven't actually had her iMessages sent to me yet, I just know that it's possible. However, when I was reading the tutorials to set it up, a lot of people were mentioning that once they had their kid's iMessages forwarded to them, that their kids would also start receiving their messages. I definitely would like to avoid that.
Limiting the adult sites automatically disabled the option for private browsing so you don’t need to make any additional changes. The only way to get her messages is to use the same Apple ID which is why each person gets the other’s messages. There are a lot of other problems when sharing an Apple ID so I would avoid doing that even if it allows you to see her messages.
Also, if anyone has more detail about how to share browsing history via iCloud, please let me know.
Screen Time might be worth a look, I have no need so can’t advise, but these might help, also Family Sharing could give you more control.
