How do I actually contact chat support?

My phone is off and I have no intention of turning it back on, I got a new one and my current carrier is absolute garbage. I'm going to a new one, but I can't do a **** thing in the phone without doing something with my appleid.

I can't recall my questions as I've never needed them and they're over 10 years old. I have my username and password. I can't get any support from apple to reset my security questions because I can't get a call or make a call.

I can't find a way to contact chat support *anywhere.*

What the **** am I supposed to do? This is unreasonably difficult for something that shouldn't have taken me but 10 minutes to deal with.
