How to restore iPad with no computer

It says I need to restore my itunes on my iPad but I don’t have access to a computer to do it is there any other way I can turn my ipad back on

Visit an Apple Store or Authorized Apple Service Center. They should be able to assist.

Yes, you can restore without a computer. Here is a link. You’ll have to scroll down a bit to see the instructions to restore your iPad without a computer.
