In apple store I cannot download any apps due to one billing is pending it was mistakenly done but I want to cancel my that billing purchase how to tell the process so that I can cancel

Purchases are considered final but you could try the 'report a problem' page to contact iTunes Support and see if they will refund you as a one-off : http://reportaproblem.apple.com
