How can I get rid of the iCloud that’s charging me $19.99 when I got the 5g for free when I got the phone?

I am not happy, I checked my bank account and Found out I’m being charged for something I didn’t order, when I go to cancel and then sign in it tell me that my account is locked, I want my $19.99 plus tax which comes out to $20.53 back into my account. I didn’t order an iCloud at all. I am not happy at all, as far as I’m concerned money was taken from my bank without my knowledge, I want my money back.
