It's Apple server for FaceTime/iMessage registration link.

If you are using an unsupported carrier for your cell service, then iMessage and FaceTime will continually send that SMS message to that number for activation. Your only means of stopping that message would be to turn off and not use iMessage or FaceTime, or switch your cellular service to a supported carrier.
