This happened to me after I "upgraded" to MacOS Mojave 10.14. Thinking that this was a hardware problem with my OWC Mercury optical drive, I bought a new one. It won't work either. So it's a serious bug in 10.14. 10.14.1 does not fix this problem. I encourage everyone with this problem to file a bug report with Apple bug reporter:

I'm having this problem too (using an LG "slim portable dvd writer", running 10.14.2 on my MacBook Air) - with the added wrinkle that I CAN burn CDs from within iTunes. The problem exists independent of which USB port I plug the drive into.
Mojave won't show blank disks. There's a known bug. It should show recorded CDs/DVDs.
They fixed this is 10.14.2.
