Apps have nothing to do with “iCloud”. iCloud is Apple’s personal use cloud storage system. Apps live, and are downloaded from, the Apple Online App Store. It is a cloud based store front but has nothing to do with iCloud (which is the trade name of a personal space cloud based service).

The only offically supported site for any and all iOS app downloads is Apple’s App Store. If you delete an app on your device and then redownload it from your purchase history, you are installing it anew from the App Store.
