When I go to purchase a book I created in photo, it won't let me. It gives me a message Upgrade Required. Ordering is no longer available for this version of Photos. Upgrade to the latest version. When I go to update, everything appears to be updated. How do I update or fix this to place my order?

The message is somewhat misleading. Apple discontinued its printing services at the end of September. If you upgrade your system to macOS Mojave 10.14 (which brings the Photos application to version 4.0), you can use third-party printing extensions to prepare projects (or in some cases convert Apple projects) and send them to third-party printing providers (some of which were the ones providing Apple's printing services).

Can your Mac be upgraded to macOS 10.14.1 Mojave? If your Mac is not compatible with the new system version and you cannot get to Photos 4.0, export the book as a PDF file and send this to some other print service, for example Presto Photos.
How do I export the book as a PDF. It's frustrating it allows you to spend all that time creating a book that you can't print. :(
