apple id disabled

ive reset the password, put in a new email and a new recovery email, ive reset the security questions and can log into my account but when i try to do anything it says its been disabled. Is it possible to unlock my account? Please do not send me to If your Apple ID is locked or disabled - Apple Support it is not helpful, i have done it everything on that page and it did not work. thanks for the help

Contact - Official Apple Support

They will call you and guide you through the steps and figure out what the problem is.
