You don't.

The previous owner has to release it.

It's best you return it for a full refund, since it will be useless to you.

No genuine owner would want their Apple ID on a device when selling.

Without the original owner's Apple info, you will never defeat the Activation Lock.

Apple will NOT help you, either.

Apple won't help ANYONE defeat the Activation Lock on ANY iDevice.

Activation Lock is an anti-theft/privacy protection software feature!

Activation Lock, by design, is meant to NOT be circumvented!

You will never, EVER get this iPad to work for you.

Return this iPad and get your money back, if you can.

Buy an iPad from a much more, reliable Apple product reseller, next time!
