Remove my Apple ID Balance
i have to change my store to dutch so Could you Guys remove all my balance please.

No we can't, we are fellow users. If you are in the Netherlands (assuming that's what you mean) contact iTunes Support there and ask them to remove the balance from the account : https://support.apple.com/nl-nl/contact
