I can’t download new apps

I can’t download new apps. It says ’before you can make purchases, you must verify your payment information‘. After I verify this, It says that ’ITunes is unable to purchase at this time. Please try again’. I tried everything. Added a new card, signed out and turned off my phone. I tried it on the computer but nothing helps. its been like this since I got the iPhone XS Max.
