cannot add a card to Apple Pay.

Hi, I have an issue trying to add a card to my Apple Pay/ wallet. I believe this issue happened about a month ago but I just brushed it off because I did not care much for the feature. Every time I try to add a card through the settings or the wallet app, it gives me a message saying “ can not add card. Try again later or contact issuer for more information”. That prompt is happening even without putting any card info into the app. I also tried adding the card through the discover app and Citi bank app which gave me the same pop up. I called discover and they said everything is good to go on their end. I noticed that when I hit settings - wallet and Apple Pay tab, thag screen is different from what other people would be getting. It is missing extra options towards the bottom like default card or allow payments on Mac etc. I searched around forums and already tried to log out of iCloud, turn off passcode and redoing all of that and still does not work. This was happening on iOS 11 so I decided to upgrade the iOS to the newest one yesterday and still having problems. I am not sure if it is something wrong with the phone because I was on call with Apple support earlier and they said that they don’t see my Apple ID connected when they tried to screen share. I have a second phone with a different Apple ID so I decided to try to log in with that Apple ID on my main phone and when they tried to do the screen share again, only my second phone had the option to allow them to connect. I tried adding a card with a different Apple ID but that didn’t work either. When I used my second phone to sign in with my main Apple ID, I was Able to add a card which makes me wonder it is not the Apple ID problem. Also my second phone was running on iOS 11 and t worked perfectly with Apple Pay. I am now running on iOS 12.1 with an iPhone 7 Plus so if there is any help I can get, I would highly appreciate it. Below are screen shots of the prompts I’m getting through the setting tab as well as the wallet app tab when I click the + sign. The last picture is of my second phone setting/ wallet tab and you can see there is more options on that screen even with no card added. (But I do have a card added on that phone and it’s still the same options without having it added)

Thanks for using Apple Support Communities, it's great to have you here. I see that you're having some issues getting Apple Pay set up with your bank card.

I'd recommend checking out the article Get help adding cards to Wallet if you haven't done so already. It has some good basic information on these procedures.

If you already tried those steps and you're not having any luck, I'd recommend that you contact Apple for support and service . You mentioned reaching out to them in the past however they are really going to be the best resource here, since you will have more options speaking to an account specialist over the phone.
